Zachariah Manning’s political perspective on Texas HB 1387
As an individual deeply concerned about the safety and well-being of our children and staff, I am incredibly disappointed in the actions of a current state representative that’s running for U.S. Congress regarding the tragic shooting at Robb Elementary School in Uvalde. The fact that nineteen innocent children and two adults lost their lives in this senseless act of violence is a devastating blow to that community and a stark reminder of the urgent need for effective measures to prevent such tragedies.
It is disheartening to learn that the state representative voted ""NO" against Texas HB1387, which would authorized law enforcement officers (not teachers or staff) to carry firearms on school property. This bill could have potentially provided an added layer of security and protection for our schools, deterring potential attackers and ensuring a swift response in the event of an emergency.
However, what is even more concerning is the representative’s failure to propose an immediate funding source or an implementation date for this crucial legislation. Without a clear plan and adequate resources, even the most well-intentioned policies become ineffective and meaningless. It is the responsibility of our elected officials to not only support necessary measures but also ensure that they are properly funded and implemented in a timely manner.
The representative’s decision to vote against this bill and her failure to provide a concrete plan for its implementation raises serious questions about her commitment to the safety of our children and the well-being of Texans. It is a failure of leadership and a disservice to the trust placed in her by the constituents she represent.
In the wake of this tragedy, it is imperative that we hold our elected officials accountable and demand action to prevent future incidents of violence in our schools, our communities, places of worship, and places of employment. We must come together to advocate for comprehensive and effective solutions, including improved mental health support, stricter gun laws. Our children’s lives are at stake, and we cannot afford to tolerate inaction or complacency from our representatives.
We have law enforcement officers protecting our money at banks!

Zachariah Manning’s opinion on the two-year delay in the implementation of Texas HB 1998
“Firstly, I would like to commend this news station for its exceptional investigative reporting on doctors who have had their licenses revoked or suspended in other states from practicing in Texas and the delayed implementation of Texas HB 1998 by the Texas Medical Board. It is crucial that we shine a light on such issues to ensure accountability and transparency in our legislative processes.
However, it is disheartening to see that the bill writer who is an attorney by trade, missed the mark with the drafting of this legislation. In my opinion, Texas HB 1998 could have been written more effectively to address the concerns at hand.
One glaring oversight is the absence of an immediate action item within the legislation. It is my belief that the bill should have included a provision requiring all new physician applicants and current practicing physicians to submit an affidavit under penalty of perjury within 15 or 30 days of the law becoming effective. This simple action would have bridged the significant two-year delay in the implementation of HB 1998 by the Texas Medical Board.
By including such an algorithmic provision in the application process or supplement thereof, doctors would have been compelled to promptly comply with the new requirements, ensuring that the intended impact of the legislation is realized and enacted into law. It would have provided a clear and enforceable deadline, holding doctors accountable while safeguarding the integrity of the healthcare system.
I urge lawmakers with weak legislative writing abilities to consider their shortcomings and seek another line of work that best fits their skills. It is essential that our laws are written with precision and foresight to avoid unnecessary delays and ensure the efficient implementation of vital reforms.
Once again, I express my gratitude to this news station for its dedication to investigative reporting, shedding light on matters that impact our community. Let us hope that the necessary steps are taken to rectify the issues with Texas HB 1998 and prevent similar oversights in the future.”
